Two DSU Students Facing Riot, Assault On Law Enforcement Charges

The Dover Police Department arrested two suspects following a motor vehicle accident on Sunday afternoon that led to a large crowd becoming disorderly with several officers, according to M/Cpl. Mark Hoffman, Public Information Officer.

Hoffman said at approximately 4:43 PM on Sunday, September 29th, officers responded to the area of College Road, just west of Delaware State University, near Jackson Street for a vehicle accident. A Cheswold Police Officer was also in the area and stopped to assist. During the investigation of the incident, officers attempted to take Chelsea Lawrence (22) and Kyshief Campbell into custody. Lawrence was the driver of the vehicle that was involved in the accident, according to Hoffman. According to several witnesses, Lawrence was seen driving very erratically prior to the accident.

During this time, Campbell and Lawrence resisted officers efforts, kicking and striking several officers. A large crowd surrounded several officers, becoming disorderly, and creating a riot-like atmosphere, said Hoffman.

Campbell and Lawrence were taken into custody and transported to the Dover Police Department. No other arrests were made at the time.

Lawrence is from Staten Island, New York and is a Delaware State University student.

Campbell is from Stone Mountain, Georgia and is also a Delaware State University student.

Campbell became involved in the incident when he attempted to place his hands in Lawrence’s pocket in an attempt to retrieve an item while officers were attempting to arrest her. Campbell then resisted arrest as well.

During the transport of Lawrence to the Dover Police Department, she kicked a rear passenger door of a police vehicle, causing approximately $1,200 in damages to it. Lawrence also spit in the mouth of a Dover Police officer riding in the same vehicle. While Lawrence was being held at the Dover PD cell-block, she used a small rock to carve signs and symbols into a wall inside of the cell.

Several responding officers suffered minor injuries as a result of both suspects assaults against them.

Chelsea Lawrence was committed to Baylor Women’s Correctional Center on $14,500 cash on the following charges:
-DUI (Drugs)
-Assault 2nd Degree on Law Enforcement (3x)
-Offensive Touching of Law Enforcement (2x)
-Riot
-Disorderly Conduct
-Criminal Mischief (2x)
-Resisting Arrest with Force
-Graffiti
-Possession of Marijuana
-Hindering Prosecution
-Traffic Offenses

Kyshief Lawrence was committed to SCI on $5,600 secured bond on the following charges:
-Riot
-Assault 2nd Degree on Law Enforcement
-Disorderly Conduct
-Resisting Arrest with Force
-Hindering Prosecution
