Carjacked Congesswoman Update, Three Of Five Suspects Released On Unsecured Bond, FBI Investigating

Delaware State Police have arrested five individuals from Wilmington for receiving stolen property and related charges after they were located in Pennsylvania Congresswoman Mary Gay Scanlon’s stolen vehicle Wednesday night, according to Public Information Officer, Senior Corporal Jason Hatchel.

Hatchel said on December 22, 2021, at approximately 8:18 p.m., troopers responded to the area of 2800 Fashion Center Boulevard in Newark, for a stolen vehicle that was reported to be in the parking lot. The investigation determined Philadelphia Police Department investigated the armed carjacking of Pennsylvania Mary Gay Scanlon earlier during the day where her 2017 Acura MDX was stolen.

Troopers, with the assistance of Federal Agencies, located the unoccupied stolen Acura and began conducting active surveillance. During that time, five suspects were observed entering Congresswoman Scanlon’s stolen vehicle. As Law Enforcement attempted to contact the occupants, they all attempted to flee but were ultimately apprehended said Hatchel. The suspects were identified as Josiah Brown, 19, of Wilmington, DE, a 14-year-old female juvenile, and 3 male juveniles ages 13, 15, and 16, all from Wilmington.

All five suspects were transported to Troop 2 where they were each charged with the following crimes:

13, 14, and 16-year-old juveniles
Receiving Stolen Property Over $1,500 (Felony)
All three juveniles were arraigned in the Justice of the Peace Court #11 and released to their respective guardian on $1,500 unsecured bond.

15-year-old juvenile
Receiving Stolen Property Over $1,500 (Felony)
Resisting Arrest
Criminal Mischief (2 counts)

The 15-year-old juvenile male was arraigned in the Justice of the Peace Court #11 and committed to the New Castle County Detention Center on a $3,500 secured bond.

The investigation determined Josiah Brown was involved in the armed carjacking in Philadelphia. He was turned over to the custody of the Federal Bureau of Investigation for formal charging.

The stolen vehicle was towed to Delaware State Police Troop 2 and will be recovered by the Philadelphia Police Department.

The incident began at around 2:45 yesterday afternoon, Philadelphia Police responded to FDR Park, near the  Philadelphia airport, after Scanlon reported being carjacked at gunpoint.

Scanlon released a statement thanking the police for their “swift response”  to the incident. “The Congresswoman was physically unharmed. She thanks the Philadelphia Police Department for their swift response, and appreciates the efforts of both the Sergeant at Arms in D.C. and her local police department for coordinating with Philly PD to ensure her continued safety.”

“I’m appalled to learn of this violent crime that was perpetrated against my friend and colleague, Congresswoman Mary Gay Scanlon. My thoughts are with her during what I’m sure is a traumatic time”, Philadelphia Mayor Jim Kenney said Thursday.

The Delaware State Police said they took five suspects into custody after they were located inside of the Congresswoman’s stolen vehicle late Wednesday at the Fashion Center near Christiana Mall.

Police said the 2017 Blue Acura MDX which was was located at 2800 Fashion Center Boulevard in Newark at approximately 9:00 p.m.
