Seaford Man Charged With 5th DUI

The Delaware State Police have arrested 60-year-old Melvin Phillips of Seaford, Delaware for felony DUI following a traffic stop that occurred in Seaford last

Officials said on March 28, 2023, at approximately 8:20 p.m., a trooper on patrol observed a blue 2000 Chevrolet Cavalier traveling westbound at a high rate of speed on Middleford Road near Tharp Road. The trooper stopped the car and contacted the driver and only occupant, identified as Melvin Phillips. The trooper detected signs of impairment and smelled alcohol coming from Phillips’ breath according to police. Phillips was subsequently taken into custody at the scene for DUI. A computer check of Phillips showed that he has four prior convictions for DUI according to police.

Phillips was taken to Troop 5 and charged with 5th Offense DUI (felony) and numerous traffic charges. He was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $8,004 cash bond.
