Police: Cyclist Facing Multiple Felonies After Failing To Use Hand Signals

On the evening of August 16, 2023, at approximately 10:00 p.m., an incident took place on the northbound lane of N. Dupont Highway near White Oak Road in Dover.

During this event, Delaware State Police arrested Andrew Sheppard, a 35-year-old Dover resident, on charges related to drug possession and possession of weapons police said Thursday.

Officials said the series of events began when an officer from the Governor’s Task Force observed a cyclist merging onto the northbound lane of N. Dupont Highway without utilizing the required hand signals. The officer stop the cyclist, later identified as Sheppard. Upon interacting with Sheppard, the officer discovered a number of items in his possession, which included brass knuckles, several knives, and a bag containing crystal methamphetamine according to police.

Following an investigation, law enforcement officials conducted a search of Sheppard’s backpack, leading to the discovery of additional items. Inside the backpack, officers found a handgun, approximately 5.78 grams of crystal methamphetamine, and a meth pipe. Sheppard was prohibited by law from possessing firearms officials said.

After the arrest, Andrew Sheppard was transported to Troop 3 for processing. Subsequently, multiple charges were filed against him. These charges included possession of a firearm by a person prohibited (Felony), carrying a concealed firearm (Felony), possession of a firearm while possessing a controlled substance (Felony), possession of a controlled substance in a Tier 1 quantity (Felony), possession of drug paraphernalia, and failure to give hand and arm signal.

Following his arraignment at Justice of the Peace Court 7, Sheppard was remanded to Sussex Correctional Institution under a secured bond amounting to $15,101.
