Three Charged With Felony Organized Retail Crime

Delaware State Police have arrested three Wilmington residents in connection with an organized retail theft and vehicle pursuit that occurred earlier this month in Wilmington.

Authorities identified the suspects as 38-year-old Vernon Hines, 35-year-old Kerryn Vinson, and 33-year-old Taysha Bultran.

According to Delaware State Police, the incident occurred on October 13, 2025, at approximately 6:00 p.m., when troopers were dispatched to Dick’s House of Sport, located at 1000 Brandywine Parkway, for a report of a theft in progress. Store employees reported that three suspects had stolen approximately $2,500 worth of merchandise and fled in a Chevrolet Malibu bearing a Delaware temporary registration tag.

Troopers located a vehicle matching that description traveling southbound on Concord Pike near Interstate 95. Police attempted to conduct a traffic stop, but the driver refused to stop and continued into the City of Wilmington, committing multiple traffic violations while attempting to evade capture.

Authorities stated that the suspect vehicle was later found near East 28th Street and Jessup Street, where troopers observed the occupants fleeing on foot while carrying stolen merchandise. After a brief foot pursuit, troopers apprehended Kerryn Vinson and Taysha Bultran. The driver, later identified as Vernon Hines, initially fled the scene.

Investigators obtained a warrant for Hines following further investigation. On October 28, 2025, he was located in Wilmington and taken into custody without incident.

Vinson and Bultran were each charged with Felony Organized Retail Crime, Felony Second-Degree Conspiracy, and Resisting Arrest. Both were arraigned in Justice of the Peace Court 2 and released on their own recognizance.

Hines was charged with Felony Organized Retail Crime and Felony Second-Degree Conspiracy. He was arraigned in Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution on a $4,000 secured bond.
