Artesian Resources Corporation will issue bill credits to thousands of Delaware water customers following approval from state regulators to return proceeds from a national settlement involving PFAS contamination. The company announced that the Delaware Public Service Commission has authorized Artesian Water Company, Inc. to distribute funds it received through a class-action agreement with 3M, with the Delaware Public Advocate supporting the plan.
Artesian has received approximately $7.2 million from 3M as part of the nationwide settlement addressing PFAS contamination in public drinking water systems. According to the company, the funds help offset investments made to monitor and treat PFAS in its water supply. Customers with active Delaware water accounts as of December 1, 2025 will receive a credit of about $73. Artesian said the credit will be issued in December and will appear on customers’ next water bill.
Artesian officials noted that the company undertook PFAS testing and treatment well before national standards were finalized. Company leadership said the credit reflects a principle that entities responsible for contamination should bear the associated costs, rather than customers who rely on public water systems.
PFAS, or per- and polyfluoroalkyl substances, comprise a broad class of synthetic chemicals used since the mid-20th century in industrial processes and consumer products, including firefighting foams, stain-resistant coatings, and non-stick cookware. Their durability allows them to accumulate in the environment, and in some cases, migrate into drinking water sources.
