According to police, troopers and partnering agencies were operating a checkpoint organized by the Office of Highway Safety on Wilmington Road near Municipal Boulevard shortly after midnight on November 27, 2025. A subsequent search of the vehicle led to the discovery of approximately 481 grams of suspected marijuana and $1,230 in suspected drug proceeds, police said. Leggett was taken into custody and transported to the New Castle City Police Department, where he was charged with possession with the intent to deliver a controlled substance, a felony, and possession of a controlled substance in a Tier 1 quantity, also a felony.
