The Delaware State Police arrested 19-year-old Rashawn Chappell, of Dover, Delaware, in connection with a robbery and carjacking that occurred at a Wilmington shopping center in late January.
Officials said on January 28, 2026, at approximately 8:30 p.m., troopers responded to a shopping center in the 1900 block of Maryland Avenue in Wilmington for reports of an armed robbery. The preliminary investigation revealed two male suspects, armed with handguns, approached a man who was seated inside his Toyota Corolla. The suspects ordered the victim out of his car and made him lay on the ground. One suspect stole cash from the victim before both suspects drove away in the victim’s vehicle. The victim was not injured during the incident.
Nearly an hour later, troopers spotted the stolen Toyota Corolla near East 27th Street and Rosemont Avenue in Wilmington. The vehicle was occupied by two men who, upon seeing the trooper’s patrol car, ran away, leaving the Corolla behind.
The suspects were described as males with slim builds, approximately 16 to 20 years old, wearing dark-colored clothing and ski masks.
Through investigative means, detectives identified Chappell as one of the suspects.
On February 5, 2025, troopers apprehended Chappell in Dover without incident.
Chappell was taken to Troop 2, where he was charged with the below listed offenses, arraigned by Justice of the Peace Court 2, and committed to the Howard R. Young Correctional Institution on a $134,000 cash bond.
