Police Release Details In Recent Homicide

On Thursday, August 14, 2025, at approximately 9:07 a.m., officers from the New Castle County Division of Police responded to a residence in the unit block of Balfour Avenue in the Knollwood community for a welfare check. Upon entry, officers located a deceased individual under circumstances deemed suspicious.

Detectives from the Division’s Criminal Investigations Unit, Major Crimes Squad, and Evidence Detection Squad responded and assumed the investigation. In coordination with the Delaware Office of the Medical Examiner, the victim was identified as 53-year-old Clifton Bailey of Claymont, Delaware.

The Medical Examiner determined Bailey had suffered a gunshot wound to his upper extremity. Following investigative review, the death has been officially ruled a homicide.

Several residents in the Knollwood development contacted First State Update over the past week inquiring about the lack of reporting on the case. Police released information about the investigation Thursday morning.

Further details, including potential suspect information, were not immediately available as the investigation continues. Authorities have not announced any arrests.
