On 9/17/18 at approximately 5:28 pm, Milford Police Department Patrol Division was dispatched to Memorial Park located off of SE Front St. Milford, Sussex County, DE for a disorderly conduct complaint. Officers were advised that MPD communications center personnel viewed through the Riverwalk Surveillance System that monitors Memorial and Bicentennial Parks, a group of subjects loitering in the Memorial Park.  The Dispatch center advised that two females then began to fight.  As Officers were en route to the park, they were advised that the fight had ceased but one female party was still in the park sitting on a bench.  Officers attempted to make contact with the female suspect but she began to run from officers.

After a brief foot pursuit, she was taken into custody without incident.  As officers were attempting to take the female into custody they observed her drinking from a liquor bottle, which is prohibited in the park and clearly marked with signage.  The female suspect was identified as Shelly Shockley, 29 of Milford, DE.  Shockley’s actions prior to the officer’s arrival and her running from officers created a disturbance to other patrons inside the park.

Once back at Milford PD, Shockley attempted to flee from the building but was apprehended prior to exiting. Officers also determined that Shockley was intoxicated during the incident.  Shockley was charged with Resisting Arrest, Attempted Escape 3rdDegree, Disorderly Conduct, and Unlawful To Consume Any Alcoholic Beverage Upon Public Streets, Parks, Alleys.  Shockley had a presentment through Justice of the Peace Court 2 and was committed to the Department of Corrections due to her intoxication.

On 09/18/2018, Shockley had a presentment through the Justice of the Peace Court 2 where she was released on $2600.00 USC unsecured bail with a no-contact order with Memorial Park. Shockley was ordered to appear in Sussex County Court of Common Pleas at a later date referenced to this case.


bernard wilson

Wilson 

On 09/17/2018, the Milford Police Department arrested a Bernard Wilson, 48 of Milford, DE, stemming from a two-day terroristic threatening investigation. The investigation began on 09/16/2018 when the victims reported that Wilson allegedly made threats to do bodily harm to them via telephone to a third party, according to police.  It was also reported that Wilson was allegedly in possession of a handgun, which he was prohibited from having due to being a convicted felon.

On 09/17/2018, Patrol Officers and Detectives made contact with Wilson and another party at his residence in the 7000 block of Elgin Drive, Milford, Sussex County, DE.  Officers obtained a consent search for the residence and during the course of the search located a firearm and ammunition, which officers learned belonged to Wilson, said police.  Wilson was then taken into custody and transported back to Milford PD.

Wilson was charged with Possession Of A Firearm During The Commission Of a Felony, Possession of Ammunition By Person Prohibited, and Possession Of A Firearm By Person Prohibited. Wilson had a presentment through Justice of the Peace Court 2 and was released on $70,000.00 USC unsecured bail.  He was ordered to have no contact with the victims in the case.  Wilson was ordered to appear at a later date in Sussex County Court of Common Pleas for a preliminary hearing.

Roundtree

 

On 09/16/2018 at approximately 6:25 pm, the Milford Police Department Patrol Division was dispatched to Franklin St. Milford, Sussex County, DE, in reference to a robbery. Officers responded to the scene and made contact with the victim.  Officers learned that the victim was allegedly pushed from behind by the suspect causing the victim to fall into the grass causing the victim offense and alarm, according to police.  The victim advised that while he was on the ground, the suspect allegedly stole an undisclosed about of U.S. Currency from his short’s pocket.  The victim positively identified the suspect as Eddie Roundtree, 50 of Milford, DE.  Warrants were obtained for Roundtree reference to this incident.

On 09/17/2018, the Milford Police Department Dispatch Center received information that Roundtree was in the unit block of S. Walnut St. Officers responded to the area and located Roundtree as he attempted to board a DART bus.  Officers took Roundtree into custody without incident.  Roundtree was charged with Robbery 2nd Degree and Offensive Touching.  Roundtree had a presentment through the Justice of the Peace Court 2 and was committed to the Department of Corrections in default of $5500.00 USC secured bail.  Roundtree was also issued a no-contact order with the victim.  Roundtree was ordered to appear in Sussex County Court of Common Pleas at a later date for a preliminary hearing.

Spells 

 

On 09/15/2018 at approximately 11:03 pm the Milford Police Department Patrol Division was dispatched to the 100 block of McColley St. Milford, Sussex County, DE for an assault investigation. Officers made contact with the victim, who advised that a “Will” allegedly punched him in the chest.  The suspect was later identified as Wilbur Spells, 38 of Milford, DE.  Investigation revealed that Spells and the victim engaged in a verbal altercation that turned physical and Spells allegedly punched the victim in the chest, according to police.  Officers discovered that both Spells and the victim were intoxicated during the time of the incident.  The victim was transported to a nearby hospital for medical treatment.  Spells was taken into custody and transported to Milford PD.

Spells was charged with Offensive Touching. Spells had a presentment through Justice of the Peace Court 3 and was committed to the Department of Correction due to his intoxication.  When Spells was sober for presentment, he would be presented to a Justice of the Peace Court on the new charge.  It was also learned that Spells was on GPS monitoring through DE Probation and Parole.  Due to his monitoring status, Probation and Parole responded to Milford PD and violated Spells probation and transported him to the Sussex Correctional Institution.  Spells had an arraignment on the charge and was received a $500.00 USC unsecured bail, but received a $9000.00 USC secured bail for the violation of probation.  Spells was ordered to appear at a later date in Sussex County Court of Common Pleas reference to the new charges.

On 09/15/2018, Samuel Torres-Figueroa, 22 of Milford, DE, was picked up by Ellendale Police Department after a vehicle stop for a felony warrant out of Milford PD. Torres-Figueroa was turned over to Milford PD, where he was charged with Assault 2nd Degree, Possession Of A Deadly Weapon During The Commission Of A Felony, and Conspiracy 2nd Degree.  These charges were a result of an assault investigation that occurred in October 2017 in the 200 block of S Washington St.  The investigation revealed that Torres-Figueroa and a co-conspirator allegedly assaulted another resident inside the home using a hammer, according to police.  The victim in this case was transported to a nearby hospital for medical treatment.  Warrants were obtained for Torres-Figueroa.

Torres-Figueroa had a presentment through Justice of the Peace Court 3 and was committed to the Department of Corrections in default of $10,000.00 USC secured bail with a no contact order with the victim. Torres-Figueroa was ordered to appear in Sussex County Court of Common Pleas at a later date for a preliminary hearing.
