25-Year-Old Inmate Found Dead In His Cell In Wilmington

Delaware State Police are investigating the death of a 25-year-old Wilmington man at Howard R. Young Correctional Institution in Wilmington.

Jason Miller, a spokesman with the the Delaware Department of Correction (DOC), said that Shakur Black, in custody since May 12, 2022, died at the facility on Friday morning.

Miller said at approximately 9:55 a.m. security and medical staff responded to a medical alert in Black’s cell. He was found unresponsive with no pulse and CPR was immediately initiated. Emergency Medical Services (EMS) Paramedics were dispatched and additional lifesaving measures were undertaken by EMS Paramedics upon their arrival. Black was pronounced dead by EMS Paramedics fourty minutes later at 10:35.

Black had been in DOC custody since May and was being held as a detentioner in lieu of $186,000 cash bail on Violations of Probation for Criminal Contempt and Theft and charges of Resisting Arrest, Possession of a Firearm During the Commission of a Felony, Possession of a Firearm, Possession of a Deadly Weapon, and Possession with the Intent to Distribute a Controlled Substance, according to Miller.

Black’s body was released to the Delaware Division of Forensic Science to determine cause of death.

Miller said a death investigation is being conducted by Delaware State Police and is pending at this time.
