Delaware State Police have arrested Allen Locklear, 41, of Wilmington, Delaware, for robberies that occurred at Target in Wilmington.
Police said on November 13th, 2022, at approximately 10:37 a.m., troopers responded to Target, located at 1050 Brandywine Parkway, for a late reported robbery. The investigation revealed that an unknown male suspect entered the store on November 12th and obtained a motorized scooter. When he attempted to exit the store without paying for the scooter, a store employee asked to see his receipt. The suspect, holding what appeared to be a knife, threatened to stab the employee according to police. The suspect then fled the store.
On November 16th, 2022, an unknown male suspect, matching the same description from the robbery on November 12th, entered the store again and placed two scooters in a shopping cart. Two employees asked to see his receipt when he attempted to exit the store. The suspect threatened to display an unknown object in his pocket and fled the store said officials.
On November 18th, 2022, an unknown male suspect, matching the same description from the previous two incidents, entered the store again and placed a scooter in his shopping cart. Employees did not approach the suspect as he approached the exit doors. Troopers took the suspect into custody as he exited the store with the stolen merchandise according to police.
No one was injured during any of these incidents. The vehicle used during each of these incidents had been reported stolen by Wilmington Police Department. Through investigative measures, Locklear was determined to be the suspect in the Target robberies.
Locklear was transported to Delaware State Police Troop # 2 and charged with the following crimes:
- Robbery First Degree- Display What Appears to be a Deadly Weapon (Felony)
- Robbery First Degree- Uses/Threatens Use of Dangerous Instrument (Felony)- 2 counts
- Possession of a Deadly Weapon During the Commission of a Felony (Felony)
- Poss Purch Own or Control of a Deadly Weapon by a Person Prohibited (Felony)
- Wearing a Disguise During the Commission of a Felony (Felony)
- Receiving Stolen Property Value Over $1500 (Felony)
- Conspiracy Second Degree (Felony)
He was arraigned by the Justice of the Peace Court # 11 and committed to Howard R. Young Correctional Institution on a $232,000 secured bail.
