The Delaware State Police have arrested 53-year-old Robert Franks of Bridgeville, Delaware for the murder of his wife, Cynthia Moss-Franks.
Officials said on February 17, 2023, detectives from the Delaware State Police Homicide Unit began investigating the murder of Cynthia Moss-Franks, which occurred at her residence on Champions Drive in Bridgeville. Through investigative measures, detectives identified her husband Robert Franks as the suspect. On February 19, detectives obtained an arrest warrant for Franks, charging him with Murder First Degree. With the assistance from Pennsylvania State Police Troop K and the Philadelphia Police Department, detectives took Franks into custody on February 20 in the 2400 block of Dickinson Street in Philadelphia. Franks is being held in Pennsylvania as a Fugitive from Justice and is awaiting extradition to Delaware.
Detectives from the Homicide Unit are still searching for Cynthia’s silver 2017 Mercedes-Benz GLS with Delaware vanity tag “YCANTI.” It is believed to be in the Philadelphia area.

The Delaware State Police are investigating a homicide that occurred yesterday morning in Bridgeville.
Officials said on February 17, 2023, at approximately 9:13 a.m., officers from the Bridgeville Police Department responded to Champions Drive in Heritage Shores to check on the well-being of a 57-year-old woman who was residing there.
Family members were concerned for the victim when they were unable to contact her. Officers entered the home, and when they found the deceased woman it appeared that she was the victim of a homicide police said.
The Delaware State Police Homicide Unit assumed the investigation at the request of the Bridgeville Police Department. Detectives are attempting to locate the victim’s missing vehicle, a silver 2017 Mercedes-Benz GLS bearing Delaware vanity registration “YCANTI.” A photograph of a similar vehicle is depicted above for reference.
No suspect information is available at this time. Identification of the victim is pending notification to her family and relatives. The Homicide Unit is still actively investigating this incident.
