Delaware State Police arrested Charles Lowe, 44, of Felton and Sierra Steiner, 28, of Newark for murder and related charges following an incident in March.
On March 19, 2023, at approximately 5:53 a.m., New Castle County Police Department responded to a possible traffic accident on Old County Road. When officers arrived, they located an adult male victim suffering from a gunshot wound inside a vehicle. An examination of the scene revealed that the shooting occurred near the 2400 block of Old County Road, which is within the jurisdiction of the Delaware State Police. The victim was pronounced deceased at the scene.
Further investigation determined the victim pulled onto private property and was parked on Dolphin Drive with a female inside his car. A suspect then parked his vehicle behind the victim’s and approached him while in the driver’s seat police said Sunday. The victim attempted to drive away but was shot by the suspect, causing him to crash into a wooded area according to police. The passenger in the victim’s vehicle and the suspect then fled the scene together in the suspect’s vehicle.
Through investigative means, Charles Lowe and Sierra Steiner were determined to be the suspects in the homicide. On April 7, 2023, warrants for the arrest of Lowe and Steiner were obtained. On April 8, 2023, Charles Lowe and Sierra Steiner were contacted in a vehicle in Elkton, Maryland by the Harford County SWAT members and members of the Cecil County Sheriff’s Office. During the arrest, the suspects attempted to flee in their vehicle but were quickly apprehended after crashing it inside a parking lot.
After being medically cleared from an area hospital the suspects were transported to Troop 2 where they were each charged with the following crimes:

Possession of a Firearm by Person Prohibited with a Prior Violent Felony Conviction (Felony)
Conspiracy 2ndDegree (Felony)
Lowe was arranged by the Justice of the Peace Court #11 and committed to the Howard R. Young Correctional Institution on a $1,085,000 cash bond.

Possession of a Firearm During the Commission of a Felony (Felony)
Conspiracy 2ndDegree (Felony)
Steiner was arranged by the Justice of the Peace Court #11 and committed to the Delores J. Baylor Women’s Correctional Institution on a $1,065,000 cash
