Just moments before 1:00 PM on a Thursday afternoon gunshots rang out in the area of E 24th and Carter Street. Police have located a scene in the 100 block of E 24th and have started their investigation.
The reports of the shooting brought a heavy response from law enforcement and emergency personnel.
