Delaware State Police have arrested Zachary Orr, a 41-year-old resident of New Castle, on multiple felony charges following a pursuit that occurred in Wilmington on the morning of October 29, 2023.
At approximately 6:56 a.m., a state trooper patrolling the area near Kirkwood Highway and Harmony Road observed a motorcycle traveling eastbound on Kirkwood Highway at a high rate of speed. The trooper also noted several additional traffic violations committed by the motorcycle, including failure to stop at a red light, absence of a registration plate, and lack of functioning headlight and taillights. An attempt to initiate a traffic stop was made, but the operator of the motorcycle disregarded the police signal and fled onto Delaware Park Drive according to police.
Officials said the trooper subsequently located the motorcycle in the parking lot of Delaware Park Casino and Racing. The operator, who was rummaging through a backpack while seated on the motorcycle, ignored verbal commands from the trooper and fled the scene on the motorcycle, heading toward Delaware Park Drive. The pursuit continued until the motorcycle lost control and slid on the ground. Orr was then taken into custody without incident.
An ambulance from the Mill Creek Fire Company responded to the crash, however, the rider refused transport to the hospital.
Upon further investigation, a computer inquiry revealed that Orr had multiple capiases for his arrest and a court order prohibiting him from operating a motor vehicle officials said. Orr was transported to Troop 2 and charged with noncompliance with conditions of recognizance bond felony in violation, disregarding a police officer signal, resisting arrest, driving while revoked, operation of an unregistered motor vehicle, and additional traffic offenses.
He was arraigned by Justice of the Peace Court 11 and committed to Sussex Correctional Institution.
