Pair Facing Felony Charges Following Lengthy Investigation

Officers from the New Castle County Division of Police Mobile Enforcement Team have arrested 34-year-old Raymond Depamphilis of Wilmington and 43-year-old Kelly O’Connor of Wilmington following an investigation into illegal drug and firearm sales.

Officials said over the past several weeks, officers followed up on information in reference to a male suspect selling illicit drugs and firearms. Officers were able to identify the suspects as Raymond Depamphilis and Kelly O’Connor. Following a lengthy investigation, both suspects were taken into custody on Friday, November 17, 2023. Upon being taken into custody, the suspects were found to be in possession of crystal methamphetamine, heroin/fentanyl mixed with kratom, marijuana, and a loaded handgun according to police.

A search warrant was then conducted on their residence resulting in the recovery of additional crystal methamphetamine, suboxone, drug paraphernalia, firearm accessories, ammunition, and five additional firearms police said. One of the firearms also had an obliterated serial number.

Raymond Depamphilis was charged with one felony count of possession of a firearm during the commission of a felony, multiple felony drug charges, six felony counts of possession of a firearm by a person prohibited, one felony count of possession of a weapon with an obliterated serial number, and one felony count of conspiracy in the second degree. He was arraigned by the New Castle County Court of Common Pleas and held in lieu of $243,300 cash bail.

Kelly O’Connor was charged with multiple felony drug charges, one felony count of conspiracy in the second degree, and one felony count of possession of a firearm by a person prohibited. She was arraigned by the New Castle County Court of Common Pleas and held in lieu of $181,200 cash bail.
