Man Charged With Murder, Attempted Murder In Frankford ATV Crash

The Delaware State Police have arrested 38-year-old Jeremiah Handy on charges related to a fatal incident that occurred Sunday.

This arrest follows an investigation into a collision that occurred on November 24, 2023, on Frankford School Road in Frankford.

The incident, initially reported as a shots fired incident, involved a Honda four-wheeler and a Mercedes-Benz SUV. Gabriel Dorman, a 22-year-old Millsboro man, and a 20-year-old male were riding the four-wheeler when it collided with the SUV driven by Handy. As a result of the collision, both men on the four-wheeler were thrown onto the road, sustaining severe injuries. Dorman was pronounced dead at the scene, while the 20-year-old victim was rushed to a hospital where he remains in critical condition.

Following an investigation by the Delaware State Police Homicide Unit, the initial reports of gunfire were found to be unfounded according to police. On December 1, 2023, Handy was apprehended by the Homicide Detectives and the Delaware State Police Special Operations Response Team at his residence. He was charged with Murder First Degree, Attempted Murder First Degree, and two counts of Possession of a Deadly Weapon During the Commission of a Felony.

Handy has been arraigned and is currently held at Sussex Correctional Institution on an $850,000 cash bond.
