Indiana Man Facing Murder Charge In Seaford Homicide

SEAFORD, Del. — Delaware State Police have charged a 22-year-old Indiana man in connection with a fatal shooting that occurred earlier this month in Seaford.

On April 8, 2025, at approximately 5:50 p.m., officers from the Seaford Police Department and Delaware State Police responded to the 400 block of Clarence Street for a reported shooting. Upon arrival, officers located Rihem Frisby, 32, of Seaford, suffering from apparent gunshot wounds. Emergency medical personnel provided aid at the scene before transporting the victim to an area hospital, where he was later pronounced dead.

Following the incident, the Seaford Police Department requested the Delaware State Police Homicide Unit assume the investigation. Through investigative measures, detectives said they identified Andy Dorgilus, 22, of Indianapolis, Indiana, as a suspect. He was taken into custody without incident on April 16, 2025.

Dorgilus was transported to Troop 5, where he was charged with Murder First Degree, Reckless Endangering First Degree, two counts of Possession of a Firearm During the Commission of a Felony, and Conspiracy First Degree. He was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $1,132,000 cash bond.
