Millsboro – The Delaware State Police have charged a Smyrna man with multiple offenses after he led them on a pursuit while driving under the influence of drugs, according to Public Information Officer, Master Corporal Melissa Jaffe.
Jaffe said the incident occurred on April 11, 2019, at approximately 7:08 p.m., when Troopers observed a red Ford Ranger traveling westbound on Cannon Road approaching Mount Joy Road, Millsboro. As the vehicle was making a stop at the stop sign, the Trooper observed that the vehicle did not have brake lights. The Trooper initiated a traffic stop, however, the operator failed to comply and made a turn onto westbound John J. Williams Highway, according to Jaffe. The vehicle then turned into the parking lot of WMF Watercrafts and cut through to southbound Layton Davis Road. During the pursuit the Trooper observed the vehicle drifting left to right crossing over the center lines, Jaffe said.
As the pursuit continued, the driver committed multiple violations including traveling above the posted speed limit, talking on his cellphone and throwing objects out of his window, according to Jaffe. The vehicle eventually came to a stop on John J. Williams Highway in the area of Indian Mission Road, where the operator exited and began to flee on foot.
The suspect, identified as 41-year-old Wayne O. Revel Jr., was subsequently taken into custody. The items thrown out of the window included drug paraphernalia and were recovered, said Jaffe. It was also learned that Revel had active warrants for a Protection From Abuse violation and Violation of Probation, added Jaffe.
Revel was transported back to Troop 4 where he was charged with the following:

Disregarding a Police Officer Signal
Resisting Arrest
Possession of Drug Paraphernalia (3 counts)
Driving a Vehicle Under the Influence of Drugs
Improper Tail Lights
Failure to Stop At a Stop Sign (3 counts)
Failed to remain within a single lane (6 counts)
Speeding in Excess of 50 MPH on a 2 Lane Roadway
Failure to Stop At a Red Light (2 counts)
Failure to Drive in Proper Lane and Direction (3 counts)
Cell Phone Violation
Failure to Signal Lane Change (7 counts)
Other misdemeanor traffic offenses (5 counts)
Revel was arraigned before the Justice of the Peace Court and committed to the Sussex Correctional Institution on $5,028.00 secured bond.
