New Castle County Police have charged a Newark man following a multi-state investigation into alleged sexual offenses involving a minor, according to authorities.
Detectives with the New Castle County Division of Police initiated the investigation in December 2023 after receiving a report of multiple alleged sexual assaults. Investigators identified 37-year-old Cleveland Quarles as the suspect and determined he allegedly used aliases, including “Tim,” while engaging in inappropriate sexual contact with a 14-year-old female. Authorities said Quarles continued contacting the victim through social media and later appeared at her residence in an attempt to communicate further.
During the investigation, detectives confirmed Quarles is a registered sex offender in Delaware. Officers responding to his listed address found he was not residing there as required under Tier 2 sex offender registration laws.
State records show Quarles has prior convictions in Delaware, including a September 28, 1999 conviction for fourth-degree rape involving a victim under the age of 16, and a March 16, 2006 conviction for attempted third-degree rape.
Further investigation determined that Quarles had been living outside Delaware for extended periods. Detectives determined he resided in Elkton, Maryland, from January through June 2024 using the name “Shawn Baldwin.” After that time, authorities said he relocated to Hollywood, Florida, where he allegedly used the names “Emmanuel Carr” and “James Bowers” while working at a hotel resort.
With assistance from the U.S. Marshals Service, Quarles was located in Hollywood, Florida. He was taken into custody on February 4, 2026, and extradited to Delaware in March.
Quarles has been charged with multiple felony offenses, including unlawful sexual contact, unlawful sexual conduct against a child, sexual solicitation of a child, attempted unlawful sexual contact, failure to register as a sex offender, and noncompliance with conditions of bond.
He was arraigned in Justice of the Peace Court 3 and committed to the Howard R. Young Correctional Institution on $482,000 cash bail.
