Delaware State Police have arrested a Wilmington man in connection with two restaurant burglaries reported earlier this month on Miller Road.
Troopers were called to Evergreen Chinese Restaurant, located at 3608 Miller Road, at about 1:20 a.m. on May 16, 2026, after a security alarm was activated. When they arrived, they found the front door had been smashed. Investigators also discovered similar damage to the front door of Walt’s Flavor Crisp Chicken, located next door at 3612 Miller Road.
Detectives said a masked suspect used a hammer to break the glass front doors of both businesses before entering and searching for cash. The suspect then fled the area on a bicycle.
Through the investigation, detectives identified the suspect as 56-year-old Mark Waters of Wilmington. Police said Waters had also recently stolen merchandise from the Home Depot in the same shopping center.
On May 19, Home Depot employees contacted 911 after Waters was allegedly seen actively shoplifting inside the store. Troopers responded and located Waters riding the same bicycle allegedly used during the burglaries. Police said he fled during an attempted stop, leading troopers on a brief pursuit before attempting to enter a residence in the 2700 block of North Pine Street.
Waters was taken into custody without further incident. Detectives later executed a search warrant at his residence and recovered additional evidence linking him to the burglaries, according to police.
Waters was charged with two counts each of wearing a disguise during the commission of a felony, third-degree burglary, possession of burglar tools, and criminal mischief. He was also charged with theft under $1,500 and attempted theft under $1,500.
He was arraigned by Justice of the Peace Court 2 and released on his own recognizance.
