Swim School Manager Charged With Unlawful Sexual Contact

A Wilmington man has been charged following a New Castle County Police investigation into the alleged sexual assault of a juvenile.

According to investigators, 46-year-old Todd Hill was arrested on June 16 after detectives determined he had engaged in unlawful sexual contact with a 16-year-old male. Police said the investigation revealed Hill was employed as a manager at Kids First Swim School in Aston, Pennsylvania, where the teen worked as a lifeguard.

Detectives learned the victim had stayed overnight at Hill’s residence on multiple occasions. During the investigation, authorities reviewed text message exchanges and gathered additional evidence related to the case. Investigators also determined Hill and the victim traveled together to Mexico in January 2026.

Following the investigation, detectives obtained an arrest warrant and members of the New Castle County Police Fugitive Apprehension and Surveillance Team located Hill at his Wilmington-area residence. He was taken into custody without incident and transported to New Castle County Police Headquarters.

Hill has been charged with six counts of Unlawful Sexual Contact in the Second Degree and one count of Enticement for Purposes of Sexual Conduct.

After arraignment in Justice of the Peace Court 2, Hill was committed to the Howard R. Young Correctional Institution after failing to post $21,000 secured bail.
