Video: Gun Found At Kadir Skinner Shooting Scene

The Delaware Department of Justice, the City of Wilmington, and the Wilmington Police Department have released body-worn camera footage from the June 24, 2026, officer-involved shooting involving Kadir Skinner near the intersection of East 24th and North Carter streets in Wilmington.

The release includes body-worn camera recordings from three officers who responded to the incident. Each video begins shortly before the respective officer arrives at the scene and concludes shortly after the officer returns to a patrol vehicle.

The first officer’s body-worn camera shows the officer pursuing Skinner on foot before gunshots are heard. After reaching Skinner and beginning to place him in handcuffs, the officer asks Skinner if he had been hit. Skinner responds that he does not know. The officer is also heard reporting that shots had been fired by police and initially advises that the suspect had not been hit. As officers work to secure the scene, a large crowd gathers around them.

The first officer also directs responding officers to secure a firearm. Video from a second responding officer shows a firearm lying in the grass in the area where the first officer fired. Footage from a third officer captures the second officer locating the firearm before it is taken into custody.

Skinner was ultimately transported from the scene to the hospital in a Wilmington Police patrol vehicle, where he later succumbed to his injuries.

Officials said the footage is being released because of significant public interest in the incident. The investigation remains active and is being conducted by the Department of Justice’s Division of Civil Rights & Public Trust.

The DOJ said investigators have completed substantial early investigative steps, including interviewing key witnesses, conducting neighborhood canvasses, and meeting with Skinner’s family. Officials said those efforts reduced the likelihood that releasing the footage would interfere with the ongoing investigation
