Police Say ATM Kidnap Suspect Had Unlawful Sexual Contact With Victim

Wilmington – New Castle County Police detectives continue their investigation into the kidnapping of a woman that occurred at the Top of the Hill Apartment Complex and have learned that the suspect had unlawful sexual contact with the victim during the incident, according to New Castle County Spokeswoman Corporal Tracey Duffy.

Duffy said The investigation revealed the victim was taken from the parking lot of the complex on Monday, February 13, 2017, at approximately 7:45 p.m. and forced into her own vehicle by the suspect.

He then drove around the area and forced the victim to withdraw an undisclosed amount of cash from an ATM on Marsh Road, said Duffy. During the ordeal, the suspect assaulted the victim by striking her in the face, according to Duffy.  Duffy said that Detectives further learned that the suspect had unlawful sexual contact with the victim while in the vehicle.

Detectives returned to the scene last night Monday, February 14, 2017, and conducted a canvass of the area in an attempt to locate any potential witnesses as well as surveillance footage. The suspect is described as a Caucasian male, thin build, approximately 5’8’’ tall, with light colored eyes and wearing a ski mask. During the hour and half that the victim was held captive, the suspect frequently held conversations with himself regarding his plans for the victim.
