Troopers Release Name Of Pedestrian Killed On Route 40 Yesterday

New Castle – Delaware State Police are identifying the pedestrian who was struck and killed in a collision that occurred at approximately 5:37 a.m., Thursday, April 12, 2018, on U.S. Route 40 (Pulaski Highway) westbound, east of Appleby Road, New Castle, as Charles Walters, 37, of Bear.

New Castle – The Delaware State Police Collision Reconstruction Unit is continuing to investigate a fatal motor vehicle crash involving a pedestrian, that took place on U.S. Route 40 between Wilton Boulevard and Appleby Road, this morning, according to Public Information Officer, Master Corporal Michael Austin.

Austin said the incident occurred at approximately 5:37 a.m., Thursday, April 12, 2018, on U.S. Route 40 (Pulaski Highway) westbound, east of Appleby Road, New Castle.

A 37-year-old Bear man, who was wearing all dark, non-reflective clothing and not carrying a flashlight, was walking in the right turn lane of westbound Route 40, just east of Appleby Road.

A 2010 Nissan Maxima, being driven by a 32-year-old New Castle man was traveling Route 40 westbound, and then changed into the right turn lane at which time he struck the male pedestrian, who he did not see, said Austin.

The victim was thrown on to the hood of the vehicle and then back to the ground before coming to rest in a grassy area off the roadway. The Nissan came to a controlled stop and remained at the scene.

The victim was pronounced dead at the scene by responding EMS, impairment on his behalf is unknown at this time. His name is being withheld pending notification of next of kin.

The operator of the Nissan was properly restrained at the time of the collision and was not injured. Impairment is not a factor on his behalf. Two rear seat passengers in the Nissan, a 1-year-old female and 4-year-old female, were properly restrained in car seats and also were not injured.

All lanes of westbound Route 40 are closed at Wilton Blvd. Motorists can expect delays in the area and are asked to seek alternate routes of travel.
