One Of These Guys Look Familiar? Two Charged After Pursuit

Long Neck – The Delaware State Police have arrested Donald P. Phillips and Wayne O. Revel Jr. after a vehicle pursuit and were found to be in possession of Methamphetamine and Heroin, according to Director of Public Information, Sergeant Richard Bratz.

Bratz said the incident occurred on Saturday, June 1, 2019, at approximately 3:07 p.m., when Troopers from the Troop 7 PACE Team were conducting proactive enforcement in the Long Neck area.

Troopers were on Long Neck Road in the area of Banks Road and observed a Gray Dodge Avenger northbound on Long Neck Road. The vehicle traveled eastbound on Banks Road towards John J. Williams Highway. As the vehicle approached the intersection of Banks Road and John J. Williams Highway, the vehicle failed to stop at the stop sign and continued eastbound on John J. Williams Highway.

The trooper attempted to initiate a traffic stop for the violation and activated the vehicle’s emergency equipment and the suspect vehicle failed to stop. The vehicle continued eastbound on John J. Williams Highway heading towards Angola Road. The vehicle made an abrupt right turn onto Angola Road. As the vehicle approached the curve of Angola Road the operator slowed and pulled onto the shoulder of the roadway and jumped out of the moving vehicle, said Bratz. As the operator (Wayne O. Revel Jr.) exited the vehicle he was taken into custody without incident. The passenger (Donald P. Phillips) got out of the vehicle and attempted to run into the woods to elude capture. As he was doing so, Phillips threw a handful of contraband into the woods. Phillips was contacted and refused to comply with multiple lawful commands to surrender and therefore was ultimately tasered. Phillips immediately complied soon after and was taken into custody without further incident.

Philips complained of shortness of breath and an ambulance was contacted and the Rehoboth Beach Fire Department responded to the scene to check Phillips out. Phillips refused any further treatment.

Bratz said a search of the vehicle revealed large quantities of methamphetamine and heroin along with drug paraphernalia and marijuana. All of the drug evidence was collected and transported back to the Troop for further identification and processing.

Troopers began processing the evidence and the following items were located:

-28.8 grams of Methamphetamine
-33.4 grams of Marijuana
-1 gram of Heroin (140 bags)
-2.2 grams of Hashish
-75 Amphetamine 20 mg tablets (Schedule 2 narcotic)
-62 Tizanidine 4mg tablets
-3 Alprazolam 1 mg tablets
-Scale
-Multiple pieces of drug paraphernalia.

Both Revel and Phillips were transported back to Troop 7 in Lewes for processing.

Wayne O. Revel Jr., 41 of Smyrna, was charged with Drug Dealing Tier 5, two counts of Possession with Intent to Deliver Tier 5, two counts of Possession with Aggravating Factor, Conspiracy 2nd Degree, Possession with the Intent to Deliver Marijuana, Reckless Endangering, Possession of a Controlled Substance, Possession of a Prescription without a Prescription, Failure to stop on command, Resisting arrest, four counts of Possession of Drug Paraphernalia and Disregarding a Police Officer Signal (Felony-Subsequent Offense), Failure to Stop at a Stop Sign and Failure to Signal. Revel was arraigned before the Justice of the Peace Court and committed to the Sussex Correctional Institution in default of $100,002.00 Cash Bond.

Donald P. Phillips, 40 of Milton, was charged with two counts of Drug Dealing Tier 5, two counts of Possession with Intent to Deliver Tier 5, two counts of Possession with Aggravating Factor, Carrying Concealed Deadly Weapon, Conspiracy 2nd Degree, Possession with the Intent to Deliver Marijuana, Possession of a Controlled Substance, Tampering with evidence, Possession of Prescription without a Prescription, Resisting arrest and three counts of Drug Paraphernalia. Donald P. Phillips was arraigned before the Justice of the Peace Court and committed to the Sussex Correctional Institution in default of $98,505.00 Cash Bond.
