Police: Man Charged With Multiple Counts Of Lewdness, Watched Girls Near UD Campus

On September 19, 2020, at about 7:00 pm, a female was walking on East Cleveland Ave near North Chapel Street when she observed a male masturbating in his vehicle while it was stopped in the roadway, according to  Newark Police Lt. Fred Nelson. The male had his window open and was watching the female at the time.

Nelson said on September 22, 2020, at about 5:15 pm, two females were walking on East Cleveland Ave near North Chapel Street when they observed a male masturbating in a vehicle in the roadway.

Newark Police were provided a license plate number and connected the two incidents based upon vehicle and suspect descriptions.

On September 28, 2020, a Newark Police Detective obtained a warrant charging Clifton Thibodeaux Jr, 45, of Middletown, with offenses related to these incidents.

On September 30, 2020, Thibodeaux turned himself in at Newark Police headquarters where he was charged with three counts of Lewdness and three counts of Indecent Exposure Second Degree. Thibodeaux appeared before Justice of the Peace Court #2 by video and was released on his own recognizance.
