Police: Man Charged With Indecent Exposure Near Fox Run Shopping Center

Bear – On Sunday, November 19, New Castle County Police officers were dispatched to a home in the unit block of Fox Run Circle (Fox Run Townhouses) for the report of an indecent exposure incident, according to M/Cpl. Michel Eckerd.

Officers then learned the 36-year-old victim, reported that she observed a dark-skinned black male walking on Fox Run Circle with his penis fully exposed, said Eckerd.

The victim continued by reporting that she had observed this suspect walking on Fox Run Circle every day and that on 3 occasions including this date she observed him walking with his penis exposed, according to Eckerd.

Officials said an investigation revealed that 46-year-old, Norwood Johnson was the suspect. Johnson was taken into custody without incident. At New Castle County Police Headquarters, detectives from the Criminal Investigations Unit assumed the investigation and charged Norwood Johnson with 2 counts of Indecent Exposure Second Degree.

Norwood Johnson was arraigned and is currently being held at Howard R. Young Correctional Institution after failing to post $1000 cash bail.
