Officials said this area had been a focal point of concern for the local community, with reports of frequent drug use, violent crimes, and various quality-of-life issues. It was during the patrol that the officers said they encountered Raheem Fullman, a probationer with a prior felony conviction according to police.

Fullman is facing a series of serious charges including possession of a firearm by a person prohibited, a felony offense, possession of a weapon with an obliterated serial number, another felony, carrying a concealed firearm, also a felony, possession of a weapon in a safe recreation zone, and loitering,
