Dover – Delaware motorists will soon see higher tolls and motor vehicle fees after lawmakers approved House Bill 164 with House Amendment 1. Governor Matt Meyer signed the measure on June 24, 2025, clearing the way for toll increases beginning August 15 and DMV fee adjustments effective October 1.
The bill, sponsored by Rep. Morrison and Sen. Pinkney, was designed to address declining fuel tax revenues and higher roadway costs associated with heavier electric and alternative fuel vehicles. The Department of Transportation estimates the new rates will generate more than $107 million annually for the Transportation Trust Fund, which supports statewide infrastructure projects.

On June 18, 2025, the Senate passed the measure by a 16–4 margin, with one member absent.

Toll Increases Effective August 15, 2025
On I-95 in Newark, tolls for two-axle vehicles will increase from $4.00 to $5.00.
At the US 301 mainline, E-ZPass rates will rise from $4.00 to $5.00, and toll-by-plate will jump from $5.60 to $7.00.
On State Route 1 at Biddles Corner and Dover, Delaware E-ZPass drivers will pay $1.50 on weekdays and $4.00 on weekends. Cash and out-of-state E-ZPass drivers will pay $2.50 on weekdays and $6.00 on weekends.
DMV Fee Adjustments Effective October 1, 2025
Driver’s license issuance and renewal fees will increase from $40 to $50, while commercial driver’s license fees will rise from $48 to $55. The document fee on vehicle sales will increase from 4.25 percent to 5.25 percent. Additional increases include higher costs for replacement identification cards, endorsements, and dealership licenses.
The state will also implement a new annual registration fee for alternative fuel vehicles, impacting more than 48,000 vehicles registered in Delaware.
