A 31-year-old Wilmington man is facing multiple felony and misdemeanor charges following an incident Friday.
According to the New Castle County Division of Police, officers responded on Friday, May 15, 2026, at approximately 10:20 a.m. to a business in the unit block of Marrows Road for a reported disturbance.
Investigators allege that 31-year-old Oliver Cephas Jr. forcibly entered the business and confronted an individual inside. During the incident, police said Cephas damaged the tires of another person’s vehicle before returning to the location and attempting to gain entry a second time.

Authorities said Cephas then damaged the business’s door, forced his way back inside, assaulted an individual, stole property, and fled the area before officers arrived.
As responding officers entered the area, one officer reportedly observed Cephas driving a pickup truck and attempted a traffic stop. Police said Cephas refused to stop and fled at a high rate of speed, eventually escaping from view.
The investigation was later assigned to detectives with the New Castle County Police Fugitive Apprehension and Surveillance Team along with the U.S. Marshals Fugitive Task Force.
On Monday, May 18, detectives located Cephas on Cedar Street in Wilmington and took him into custody without further incident.
Police said Cephas was transported to New Castle County Police Headquarters and charged with two felony counts of disregarding a police officer’s signal, one felony count of second-degree burglary, third-degree assault, two counts of criminal mischief over $1,000, theft under $1,500, and resisting arrest.
Cephas was arraigned in Justice of the Peace Court 2 and committed to the Howard R. Young Correctional Institution after failing to post $24,000 cash bail.
